I just checked on our exchange server version, and it looks like it's 2010. I double checked the exchange server itself, and it appears I may have been using the wrong one. I updated it, and now I can see the following in the event viewer:

EmailTrigger {0ca2bea1-8c16-4f5b-8092-d15841e49756}: Successfully started monitoring 'xxxx@xxxx'.


This looks like progress. The problem is that I still don't see the condition actually triggering when I send myself an e-mail.
