We have a requirement to provide/verify/update data between two modules. Since we are not allowed to directly use DBLink to query and update the database, we have to go through the Tibco service.

Kindly let us know if we can provision latching on Tibco service/Tibco call?

If yes, how do we do it?

Do you have some more technical details about how integration with Tibco is done? Is it a REST API or other?

You can do HTTP Post/Get etc with Automate which covers many web API scenarios. There is also a web service action for SOAP in Automate. Also an approach we've used sometimes is using some specialized external tool like CURL if the built-in action in Automate is not working or limited for some reason.
